Government’s view on SC/ST Creamy Layer Exclusion PIL

  • The Union Ministry of Social Justice and Empowerment filed an affidavit in the Supreme Court opposing Public Interest Litigations (PILs) that seek to extend the "creamy layer" exclusion and income-based sub-quotas to Scheduled Castes (SCs) and Scheduled Tribes (STs).
  • The Central Government firmly stated that SC/ST reservations are rooted in historical injustices and social marginalisation, meaning financial advancement does not automatically erase systemic social stigma.

Reservation in India

Reservations in public employment and education bypass absolute equality to create substantive equality (positive discrimination).

  • Article 15(4): Enables special provisions for the advancement of Socially and Educationally Backward Classes (SEBCs), SCs, and STs.
  • Article 15(5): Permits reservations in educational institutions, including private unaided institutions.
  • Article 15(6): Enacted via the 103rd Amendment (2019), allowing up to 10% reservation for the Economically Weaker Sections (EWS) in educational institutions.

RBI Released Second List of Upper Layer NBFCs

  • The Reserve Bank of India (RBI) has officially released its updated list of Upper Layer Non-Banking Financial Companies (NBFC-UL) for 2026-27, identifying 17 entities subject to bank-like regulatory supervision.
  • This 2026-27 review represents a major structural shift which moved away from its previous multi-factor scoring model, the RBI has implemented a simplified, principle-based rule: any standalone NBFC with an asset size of ₹1 lakh crore or more automatically qualifies for the Upper Layer. Furthermore, large state-owned lenders are no longer exempt from the framework.
  • The 17 identified entities span several categories, including Infrastructure Finance Companies (REC, PFC, IRFC, HUDCO), deposit-taking and non-deposit-taking Investment and Credit Companies (ICCs) like Bajaj Finance and Cholamandalam, Housing Finance Companies such as LIC Housing Finance and Bajaj Housing Finance, and Core Investment Company Tata Sons Private Limited.

Model Concession Agreement for Container Train Operators

  • The Ministry of Railways has approved major reforms to the Model Concession Agreement (MCA) for Container Train Operators (CTOs) to simplify the licensing framework and boost private sector participation.
