Uttar Pradesh Budget 2026

Context :

  • Uttar Pradesh Finance Minister Suresh Khanna presented the state’s historic budget for the financial year 2026–27, which is approximately 12.9% higher than the previous year.

Key Points :

  • Total Budget Size: ₹9,12,696.35 crore (about 12.9% higher than last year).
  • Capital Expenditure: 19.5% of the total budget (about ₹1.78 lakh crore), focused on infrastructure development.
  • Revenue Expenditure: About ₹5.83 lakh crore.
  • Fiscal Deficit: Estimated at 3% of GSDP.
  • State GSDP: Estimated at ₹30.25 lakh crore (with 13.4% growth).
  • Per Capita Income: Expected to reach ₹1,20,000.
  • Provision for New Schemes: ₹43,565 crore for new proposals.

Allocation for Major Sectors :

Infrastructure: About 25% of the total budget is allocated for roads, expressways, electricity, and irrigation works.

  • ₹34,468 crore for construction of roads and bridges.
  • ₹27,103 crore proposed for infrastructure and industrial development schemes.
  • ₹5,000 crore allocated for expansion of the industrial sector.

Education and Youth Empowerment: 12.4% of the total budget allocated.

  • ₹2,374 crore for Swami Vivekananda Youth Empowerment Scheme (smartphone/tablet distribution).
  • ₹1,000 crore provision for Chief Minister Youth Entrepreneur Development Scheme.

Agriculture and Allied Sector: 9% of the total budget allocated.

  • ₹10,888 crore for agricultural schemes.
  • ₹1,500 crore for PM Kusum Scheme (solar pumps) and ₹637 crore for converting diesel pumps to solar.

Health and Medical Education: 6% of the total budget allocated.

  • ₹37,956 crore for medical, health, and family welfare.
  • ₹14,997 crore for medical education and ₹1,023 crore for new medical colleges.
  • ₹315 crore allocated for a cancer institute in Lucknow.

Rural and Urban Development:

  • ₹26,514 crore proposed for urban development.
  • ₹25,500 crore allocated for rural development.

Women and Social Welfare:

  • Assistance under Chief Minister Mass Marriage Scheme increased from ₹51,000 to ₹1.01 lakh, with ₹750 crore allocated.
  • ₹3,822 crore provision for promotion of MSME sector.

Major Announcements and Focus Areas

Youth and Employment :

  • Swami Vivekananda Youth Empowerment Scheme: ₹2,374 crore provision for distribution of 50 lakh tablets and smartphones.
  • Chief Minister Youth Entrepreneur Development Campaign: Target to establish 1 lakh micro-enterprises annually, with interest-free loans up to ₹5 lakh for young entrepreneurs.
  • Uttar Pradesh Employment Mission: ₹200 crore allocated to strengthen employment generation initiatives.
  • Artificial Intelligence (AI): Establishment of AI labs in 49 ITI institutes and a budget allocation for an AI “Center of Excellence.”

Agriculture and Farmers :

  • Sugarcane Price Increase: ₹30 per quintal increase for the crushing season 2025–26.
  • Private Tubewells: Free electricity facility for farmers’ private tubewells will continue.
  • Irrigation and Others: ₹10,888 crore provision for the agriculture sector.

Women Empowerment (Mission Shakti) :

  • Rani Lakshmibai Scheme: ₹400 crore provision for scooter scheme for meritorious girl students and working women.
  • Kanya Sumangala Scheme: ₹18,620 crore budget for women and child development with increased grant amount.
  • Marriage Grant: Financial assistance for daughters’ marriages in poor families increased from ₹51,000 to ₹1 lakh.
  • She-Mart: Product centers will be developed for marketing goods of self-help groups.

Religious and Regional Development :

  • Ayodhya: ₹100 crore for development and ₹150 crore for tourism infrastructure.
  • Regional Authorities: New regional development authorities formed for integrated development of Kashi-Vindhya and Prayagraj-Chitrakoot regions.
  • Urban Development: A massive ₹26,514 crore budget proposed for the Urban Development Department.
