NATIONAL NEWS

Industrial Relations Code (Amendment) Bill, 2026 Introduced in Lok Sabha

  • The Industrial Relations Code (Amendment) Bill, 2026 was introduced in Lok Sabha during the Budget Session.
  • The amendment seeks to refine provisions related to trade union recognition and industrial dispute resolution.
  • It aims to reduce procedural delays in labour dispute settlement.

INDUSTRIAL RELATIONS CODE

Guidelines for rendition of National Song Vande Mataram

  • The Union Home Ministry has issued directives mandating that all six stanzas of the National Song, Vande Mataram, be sung or played before the National Anthem, Jana Gana Mana, whenever both are performed together.
  • The guidelines, released around Feb 11, 2026, require standing in attention for the ~3.10-minute, six-stanza version.

Protocol Details

  • Order of Performance: Vande Mataram must be rendered first, followed by the National Anthem.
  • Stanzas: All six stanzas of the official version are to be played, including the four stanzas omitted in 1937.
  • Mandatory Standing: Attendees must stand at attention during the rendition.
  • Occasions: The, directives apply to official government events, including the arrival/departure of the President of India, Governor/Lt. Governor functions, and within schools.
  • Duration: The full six-stanza version is approximately 3 minutes and 10 seconds.

Vande Mataram

  • Composer: Bankim Chandra Chattopadhyay
  • Origin: It was first published in his literary journal Bangadarshan in 1875 and later included in his seminal novel Anandamath (published in book form in 1882).
  • Language: Written in a blend of Sanskritized Bengali (Bengali script).
  • First Singing: Sung by Rabindranath Tagore at the 12th session of the Indian National Congress in Calcutta (1896).
  • Adoption by Congress: Formally adopted for all-India occasions at the Varanasi session of the INC in 1905.
  • First Use as Slogan: 7 August 1905, during student processions in Calcutta.
  • International Recognition: Madam Bhikaji Cama raised a flag bearing the words Vande Mataram in Stuttgart, Germany, in 1907.
  • Translation: First translated into English in prose by Sri Aurobindo in 1909.

Expansion of Mental Health Infrastructure (Budget 2026)

  • The government will establish a second campus of the National Institute of Mental Health and Neuro Sciences (NIMHANS) in North India. This addresses a major regional gap, as patients previously had to travel to Bengaluru for specialized care.

National Biodiversity Authority Provides Financial Support to SBBs & UTBCs

  • The National Biodiversity Authority (NBA) provided financial support of ₹6.09 crore to State Biodiversity Boards (SBBs) and Union Territory Biodiversity Councils (UTBCs) in FY 2025-26.
