Answer to Parliament Question: Consumer Affairs

- According to B.L. Verma, Minister of State for Consumer Affairs, Food and Public Distribution, the National Consumer Helpline (NCH) has refunded approximately ₹37 crore to consumers through e-commerce complaints from April 2024 to January 2025.
- This initiative is part of protecting consumer interests under Digital India.
National Consumer Helpline (NCH):
- Filling a Complaint: Call the toll-free number 1800 11 4000 and speak directly to an agent, or through the toll-free number 1915. Complaints can be filed in 17 languages.
- Send an SMS to 8800001915 and a team will contact the consumer.
- Complaints can be filed on the centralized IT-enabled system, the Integrated Grievance Redressal Mechanism (INGRAM) portal.
- The Department of Consumer Affairs, Government of India, launched the National Consumer Helpline (NCH) in 2005.
- To protect the interests of consumers from unfair trade practices in e-commerce, the Department has notified the Consumer Protection Rules, 2020.

Uttar Pradesh's Performance Under the "Samriddhi" Scheme

- Four accelerators from Uttar Pradesh were selected under the "Samriddhi" scheme of the Union Ministry of Electronics and Information Technology (MeitY).
- Through these, 35 startups received accelerated support, and 27 received funding.
- A total of ₹99.1 million was disbursed under this scheme.

SAMRIDH:
- Full name: "Startup Accelerator for Product Innovation, Development and Growth"
- Objective: To rapidly incubate approximately 300 startups through existing and upcoming accelerators in health-tech, education-tech, agri-tech, consumer-tech, fin-tech, software as a service, and sustainability.
- Launched in August 2021, the SAMRIDH program aims to support 300 software product startups with an investment of ₹99 crore.
- Under the SAMRIDH program, 186 accelerators submitted expressions of interest, resulting in the selection of 43 top accelerators across 16 states.
- Samridh provides financial support of ₹2 lakh per startup to selected accelerators, along with matching funding up to a maximum of ₹40 lakh, as per program guidelines.
- Of the 373 startups selected and incubated under the accelerated growth program, 241 have received matching funding.
