National News

Menstrual health fundamental right under Article 21

  • In a landmark ruling on January 30, 2026, the Supreme Court of India declared that the right to menstrual health and hygiene is a fundamental facet of the Right to Life under Article 21 and the Right to Education under Article 21A of the Constitution.
  • In Dr. Jaya Thakur v. Government of India case a bench of Justices J.B. Pardiwala and R. Mahadevan directed all states and Union Territories to ensure that every school provides biodegradable sanitary napkins free of cost to adolescent girls.
  • The Court directed the pan-India implementation of the Union’s national policy, ‘Menstrual Hygiene Policy for School-going Girls’, in schools for adolescent girl children from Classes 6th-12th.
  • The apex body made it clear that the compliance would be mandatory for both government and private institutions.

Kavach 4.0

  • Indian Railways commissioned nearly four hundred seventy-two route kilometres of Kavach Version 4.0 across three sections of its network, marking another significant milestone in strengthening rail safety.

  • Kavach Version 4.0 is the latest and most advanced iteration of India's indigenous Automatic Train Protection (ATP) system.

First-ever LNG-diesel dual-fuel DEMU train

Institute of Wildlife Health and Research in Dibrugarh

  • Venezuela's acting President Delcy Rodríguez signed a landmark law that effectively reverses decades of state-centric socialist policy by opening the nation's oil sector to private control.
  • While private companies will manage operations, the Venezuelan state retains ownership of the underlying hydrocarbon reservoirs.
  • This reform is intended to revitalize an industry crippled by years of mismanagement and international isolation.

UAE’s first USD-backed stablecoin

  • The Central Bank of the United Arab Emirates (CBUAE) officially approved USDU as the country's first U.S. dollar-backed stablecoin registered under its formal regulatory framework.

  • The Moscow meeting occurred amid the 55th anniversary of diplomatic relations between the UAE and Russia.
  • Economic Cooperation: Discussions at the Kremlin also focused on the UAE-Russia strategic partnership, covering trade, investment, energy, and space technology. Bilateral trade turnover reportedly reached over $11 billion in 2025.

2nd India-Arab Foreign Ministers’ Meeting

  • India’s External Affairs Minister, Dr. S. Jaishankar, and the Foreign Minister of the United Arab Emirates (UAE) co-chaired Second India-Arab Foreign Ministers’ Meeting (IAFMM) in New Delhi.
  • This landmark event marks the first time India is hosting the ministerial-level forum, which resumes after a 10-year hiatus since the inaugural session in Bahrain in 2016.
  • The ministerial session was preceded by the 4th India-Arab Senior Officials’ Meeting (SOM) on January 30, 2026, which set the technical agenda.

India-Arab Foreign Ministers’ Meeting (IAFMM)

  • India-Arab Foreign Ministers' Meeting (IAFMM) is a critical high-level institutional mechanism.
  • Origin: Formalised in March 2002 through an MoU between India and the League of Arab States to institutionalise dialogue.
  • Arab-India Cooperation Forum: Established in December 2008 and revised in 2013 to include biennial Ministerial and annual Senior Official meetings.

  • Born in 1630 at Kiratpur Sahib, Guru Har Rai Ji is revered for his profound compassion, spiritual sensitivity, and his role in strengthening the Sikh community.

  • Core Philosophy: Monotheism (belief in one God – Ek Onkar).

New wetlands in India’s Ramsar network

  • India’s Ramsar network has expanded to 98 sites with the addition of the Patna Bird Sanctuary in Etah (Uttar Pradesh) and Chhari-Dhand in Kutch (Gujarat).
  • These crucial, biodiversity-rich wetlands were designated to boost conservation, providing habitats for migratory birds and endangered species.
  • These new designations follow previous additions in late 2025, which included Siliserh Lake (Rajasthan) and Kopra Reservoir (Chhattisgarh).

About Ramsar Convention (1971)

  • Adoption Date: February 2, 1971.
  • Location: Ramsar, Iran (on the Caspian Sea).
  • Name: The Convention on Wetlands of International Importance, especially as Waterfowl Habitat.
  • Entry into Force: December 21, 1975.
  • Headquarters: Gland, Switzerland (shared with IUCN).
  • Goal: Conservation and "wise use" of all wetlands.
  • World Wetlands Day: Celebrated on February 2nd annually.

The Montreux Record

  • The Montreux Record lists Ramsar sites undergoing ecological changes due to human factors. Indian sites on the record are Keoladeo National Park and Loktak Lake. Chilika Lake was removed after restoration.
  • India became a party to the convention on February 1, 1982.
  • Tamil Nadu has the most sites with 20, while Sundarbans is the largest and Renuka Lake is the smallest.
