National News

Opinion on the Reference Sent by the President under Article 143

  • In its decision on the reference sent by the President under Article 143 of the Constitution, the Supreme Court clarified that no fixed time limit can be prescribed for the President or the Governor to grant assent to Bills.
  • The President and the Governor have the options to grant assent, return the Bill for reconsideration, or reserve the Bill for the President’s consideration.

Article 143 :

  • Empowers the President to seek the opinion of the Supreme Court in two specific situations.
  • Referring Authority: Only the President of India can send a reference to the Supreme Court.
  • Nature of Opinion: The opinion of the Supreme Court is advisory in nature, not binding.

Obligation to Give Opinion:

  • Under Article 143(1): The Court may give its opinion or may refuse to give it.
  • Under Article 143(2): In matters related to disputes arising from pre-Constitution treaties or agreements, the Court is bound to provide its opinion.

Colombo Security Conclave (CSC) – 7th Meeting of NSA

  • The 7th meeting of the National Security Advisors (NSA) under the Colombo Security Conclave is being held in New Delhi.

Colombo Security Conclave (CSC):

  • A key regional grouping aimed at enhancing maritime and security cooperation in the Indian Ocean Region (IOR).
  • Establishment: Formed in 2011 by India, Sri Lanka, and Maldives as a trilateral maritime security group.
  • Reorganization: Renamed as CSC in 2020 after Mauritius joined as the fourth member.
  • Member Countries: India, Sri Lanka, Maldives, Mauritius

First Gen Z–Themed Post Office

  • India Post has launched the country’s first Gen Z–themed post office at IIT Delhi.
  • This post office is designed keeping in mind the needs and modern technological expectations of the youth belonging to the Gen Z generation, born between the mid-1990s and early 2010s.

For the first time in India, a Student Franchise Model has also been launched at IIT Delhi, which will provide students with hands-on experience in postal operations and promote entrepreneurship.

More Than 95% of Villages Declared ODF Plus

  • On the occasion of World Toilet Day, the Central Government announced that more than 95% of villages in India have now been declared ODF Plus.
  • ODF Plus refers to a condition where villages are not only free from open defecation but also maintain visual cleanliness through proper solid and liquid waste management.

Related Facts:

  • In December 2022, the number of ODF Plus villages was around 1 lakh, which increased to 5.67 lakh by 19 November 2025.
  • This marks a 467% growth in just three years.
  • Out of these, more than 4.85 lakh villages fall under the ODF Plus Model category.
  • 4,692 cities have been declared ODF, 4,314 cities have achieved ODF+ status, and 1,973 cities have reached the ODF++ level.

Expansion of Visa-on-Arrival Facility for UAE

  • India has expanded the visa-on-arrival facility for citizens of the United Arab Emirates (UAE) by including Cochin, Calicut, and Ahmedabad International Airports.

Related Facts:

  • This facility is already available at New Delhi, Mumbai, Kolkata, Chennai, Bengaluru, Hyderabad, and Cochin airports.
  • Only those UAE citizens are eligible who have previously obtained an Indian e-Visa or a regular paper visa.

Non-Party Caretaker System Restored: Bangladesh

  • The Supreme Court of Bangladesh has restored the non-party caretaker government system for conducting general elections.
  • The court overturned its 2011 judgment, which had abolished this system.
  • The caretaker system was first adopted in 1996 for a period of 90 days to supervise elections.

Nitish Kumar Takes Oath for the 10th Time

  • Nitish Kumar has become the Chief Minister of Bihar for the 10th time.
  • At a ceremony held at Gandhi Maidan, Patna, Bihar Governor Arif Mohammad Khan administered the oath of office and secrecy to Chief Minister Nitish Kumar.
  • Along with him, BJP leaders Samrat Choudhary and Vijay Kumar Sinha took oath as Deputy Chief Ministers.

India’s First Indigenous CRISPR-based Gene Therapy: “Birsa 101”

  • Science and Technology Minister Dr. Jitendra Singh launched the country’s first indigenous CRISPR-based gene therapy for sickle cell disease.
  • Sickle cell disease mainly affects the tribal population of the country.
  • This therapy, named Birsa 101, is dedicated to Bhagwan Birsa Munda, whose 150th birth anniversary was celebrated on the 15th of this month.

Sickle Cell Disease (SCD):

  • It is a genetic blood disorder.
  • Impact: In this condition, red blood cells (RBCs) become sickle-shaped instead of the normal round shape. These cells block blood vessels, leading to severe pain, anemia, and organ damage.

Progress in the Indian Defence Sector

  • India has achieved the highest-ever defence production in the financial year 2024-25, amounting to nearly ₹1.54 lakh crore.
  • Defence exports have increased from less than ₹1,000 crore in 2014 to a record ₹23,622 crore in 2024-25.
