“ANGIKAR 2025” Campaign Launch

Context:

  • The Union Minister of Housing and Urban Affairs, Manohar Lal, launched the “ANGIKAR 2025” campaign under Pradhan Mantri Awas Yojana – Urban 2.0 (PMAY-U 2.0) in New Delhi.

Introduction:

  • This campaign is part of the Government of India’s ambitious initiative “Housing for All”, aimed at ensuring availability of affordable and pucca houses in urban areas.
  • ANGIKAR 2025 is a last-mile outreach campaign designed to raise awareness about PMAY-U 2.0 benefits and procedures, speed up application verification, and complete construction of approved houses.
  • Duration: 4 September 2025 – 31 October 2025
  • Coverage: More than 5,000 urban local bodies across India
  • Launch Authority: Minister of Housing and Urban Affairs, Manohar Lal

Key Points:

  • Last-Mile Outreach: Ensures rapid implementation of PMAY-U 2.0 and delivers benefits directly to beneficiaries.
  • Campaign Objectives:
    • Create broad awareness about the schemes
    • Speed up application verification process
    • Complete construction of previously approved houses
  • Additional Schemes: Beneficiaries will also be informed about Credit Risk Guarantee Fund Trust for Low Income Housing (CRGFTLIH) and PM Surya Ghar: Free Electricity.
  • Special Focus: Priority will be given to vulnerable sections and Special Focus Groups to address their housing needs.
  • PMAY-U Housing Day: 17 September 2025, marking one year of PMAY-U 2.0.
  • PM Awas Mela – Urban: 17–27 September 2025 at district/municipal level; a second phase will be held in October to reach more beneficiaries.
  • Awareness Activities: Door-to-door outreach, social events, loan fairs, and cultural activities.
  • Progress So Far: 120 lakh houses approved; 94.11 lakh houses construction completed. The campaign aims to complete remaining construction quickly.

Significance:

  • Accelerates the goal of “Housing for All”.
  • Over 1 crore urban families from EWS/LIG/MIG categories will receive financial assistance of up to ₹2.5 lakh.
  • Improves scheme dissemination and effective implementation, ensuring services reach the final beneficiaries.

Pradhan Mantri Awas Yojana (PMAY) – Overview:

  • Ambitious Government of India initiative to ensure “Housing for All”, initially targeted for 2022, now extended to 2028–29.
  • Focus: Provision of affordable and pucca houses in urban and rural areas.
  • Two main categories:
  1. PMAY – Urban (PMAY-U)
  2. PMAY – Gramin (PMAY-G)

PMAY – Gramin (PMAY-G):

  • Launch: 2016
  • Objective: “Housing for All”
  • Type: Centrally Sponsored Scheme
  • Nodal Ministry: Ministry of Rural Development

PMAY – Urban (PMAY-U):

  • Launch: 2015
  • Type: Centrally Sponsored Scheme

PMAY-U 2.0:

  • Initial Year: 2024 (PMAY-U originally launched in 2015)

  • Type: Centrally Sponsored Scheme
  • CLSS Component: Central Sector Scheme for interest subsidy
  • Eligibility: EWS/LIG/MIG families without a pucca house; annual income up to ₹9 lakh
  • Benefits: Subsidy for pucca houses suitable for all seasons
  • Target: Provide housing to 1 crore urban families (through construction, purchase, or rental support)
  • Total Outlay: ₹10 lakh crore (₹2.3 lakh crore Central Assistance)
