LEADS REPORT 2023

Context

  • Union Minister of Commerce & Industry, Consumer Affairs, Food & Public Distribution and Textiles, Shri Piyush Goyal released the report “Logistics Ease in Various States (LEADS) 2023” in New Delhi on December 16, 2023.

Background

  • LEADS was conceptualised in 2018 along the lines of the World Bank's Logistics Performance Index and has evolved over time.
  • Although LPI relies entirely on perception based surveys, LEADS incorporates both perception as well as objectivity thereby increasing the robustness and comprehensiveness of the exercise.

Key Points Regarding Latest Report

  • The fifth edition of the LEADS annual exercise – LEADS 2023 Report – provides information on improvements in logistics performance at the state and union territory level.
  • The report indicates positive changes in the performance of states across key pillars – logistics infrastructure, logistics services and operating and regulatory environment.
  • It also empowers state and union territory governments by providing sector specific in-depth information for informed decision making and comprehensive development.
  • The report is based on a pan-India primary survey conducted between May and July 2023, including more than 7,300 responses across 36 states and union territories.

Coastal group

  • Achievers (Target States):

  • Aspirers (Inspiring States): Goa, Odisha, West Bengal

 Landlocked group

  • Achievers: Haryana, Punjab, Telangana, Uttar Pradesh
